Official Statement from Campaign for Nature On Outcomes of COP16 2.0

Rome, Italy (27th February 2025) - A decision today in Rome on how to finance the global plan to address the unprecedented biodiversity crisis is very welcome after years of negotiations. In these turbulent times, it is inspiring to see 196 countries come together and overcome differences and national challenges to reach a shared solution. We are grateful to the Parties to the Convention who spent long hours this week to reach a compromise.

A highlight of this deal is the pledge to create - for the first time ever - an international dialogue of Ministers of Environment and Finance from developed and developing countries to accelerate the mobilization of finance to conserve, restore, and sustainably manage biodiversity. 

This is the high-level political leadership that is necessary to drive policy change and build systems to deliver the ambitious goal of harnessing US$200 billion a year for biodiversity by 2030. 

The CBD Executive Secretary must act with urgency to engage treasuries, and I encourage ministers to immediately step up so that this initiative can be jump-started at the Spring Meetings of the World Bank and the IMF. 

More than any other issue, the successful implementation of the Global Biodiversity Framework will depend on whether the world meets its financing targets. This must start with developed countries and “countries that voluntarily assume obligations of developed country Parties” meeting target 19a of the GBF to deliver at least $20bn annually to developing countries by the deadline of this year.


The biodiversity crisis is accelerating at unprecedented levels, and we are approaching irreversible tipping points. Quite simply, we have no chance of halting and reversing biodiversity loss without accelerating and exponentially increasing the delivery of finance to the areas most important for biodiversity. This decision today lays out a roadmap. Now, it is up to leaders worldwide to prioritize urgent action for nature.
